Windows Software Install on Wyse 5070 fails

I'm trying to install a accounting client software app on a Dell 5070 running Windows 10 Enterprise.

During install, it tries to access c:\windows\system32\msvcp60.dll and fails.  It may be trying to change the dll.

I've tried changing ownership of the file (in both the c:\windows\system32 and c:\windows\syswow64 folders) without success.

I run the installer as the local Admin while logged in as the local admin.

Write filter is off.

Does anyone have any ideas how to get around this error ?
