File associations fail after enabling FBWF ??

What is happening: Everything works fine until FBWF is enabled, when it is all LOCAL windows 7 embedded programs lose file associations, the file associations between programs the citrix reciver work without fail with FBWF on or off. It just seems normal windows 7 embedded standard file associations start to fail.

Upon logging in, any program that is starting up with start asking Open Close or Save much like if the computer has no idea what the file association is. Not all of our thin clients do this, (we have 10 so far) 3 dont and 7 do.

Turning of FBWF automatically resolves this issue, we have added c:\users to the exclusion list is there anything else that needs to be looked at here. I dont really have any ideas at this point.
