If you have Windows 10 "fast startup" enabled (Windows sets this as default) then in most cases you can't access the BIOS at bootup (F2 for a Dell).
Disable fast startup and see if that lets you access the BIOS (Dell calls it setup). However not all options in BIOS' are always available in the Dell BIOS so that still may not solve your problem. The SCSI developer has to fix the problem, not the PC or Windows compensate for his shortcomings.
What video card do you have and is there a firmware update listed for that exact card under Video on the support page for XPS 8930. It fixes an HDMI issue, which may -or not- be related to the problem you're having. So you may want to run that update, if offered for your card.
The option you may need to disable in BIOS setup is Secure Boot. You may have to remove that new card, reboot and open BIOS setup by tapping F2 when you see the Dell splash screen. Then disable Secure Boot, save the change and exit setup. When you get back to the desktop, power off normally in Windows, reinstall that card and see if it works now....

Driver signtature enforcement is mandatory when secure boot is on.
ELAM will not allow hardware or drivers to load without microsoft WHQL certificate.

dell isnt supporting Mr Bill's card.
Nor is microsoft.
Mr sluggo secure boot enforces that.
