Either of those systems with an 8th Gen CPU is old, so are you looking for a used PC?
An XPS Tower with 8th Gen i7 CPU is probably an XPS 8930. So compare the US prices for the XPS Tower you mentioned to a brand new XPS 8950 Tower with a 12th Gen CPU.
You can search for reviews using that model number. And you can always search for either model number here on Dell's forum to see what users are saying.
Desktops are generally more upgradeable since you can add more RAM, a better video card, bigger PSU, connect bigger/better monitors, etc. So why lock yourself into a laptop, especially to do video editing, unless you want/need the portability of a laptop?
