Help choosing a Video Editor Desktop

I'm tired of the choppy, slow video editing response of my video editor when using my Dell laptop (Dell Vostro, I7, 2.6 GHz, 16G Mem).
I'd like to get a desktop video editor and keep my laptop for everything else.  A desktop because I think it may be more flexible and able to have more capable video cards.

Can you suggest a Dess desktop model and configuration that would be great for editing 4K video or even a link with recommendations for current hardware?

Any tips are appreciated!

Would I have a noticeable improvement choosing a i9 vs the i7, or would it be worth the $300 more?

best 4k video editor system requirement recommends two cpu,12 core each.  In this sense, a single cpu w as many cores as possible would help.  The i9-12900k has 16 cores, while the i7-12700k has 12 cores.

You need a GPU not a brand spanking new CPU.

Thats where the bulk of the $$$$ should go.

Specifically PNY RTX 4000 with 8 gigs GDDR6

My current setup spent $1000 for the GPU and less than $200 for the CPU that meets NVIDIA's Spec for VR.
