XPS 8500, OEM Radeon HD 7870, PSU problems?

Hello I was just curious to know if anyone else had the same issues as me.

Have an OEM AMD Radeon HD 7870 for XPS 8500 . Ordered together

Card has DVI-I, HDMI 1.4, two mDP

Was working great, but after awhile visual errors (No video Output, Crashes, Only one output, Color issues, amongst other issues). Also had BSOD from Ati driver error crashes on Windows 7?

I read a bad PSU can cause GPU errors. I don't have a way to test my PSU.

I am very much convinced it could be a PSU issue itself. As it sees to be working when left on ( minus the GPU) it turns PC on. However only the GPU has issues. Once I put the card in another machine it was working perfectly.

0. Sounds nice for a card of this vintage.

1. Could be drivers installed on this particular machine. Could be motherboard. Also, why still Windows-7?

2. You test PS voltage with $20  "Digital Power-Supply Tester". 
     You test PS Amps with stress-test like OCCT (Power Supply Test).

3. Good troubleshooting. If you pushed it hard (like with OCCT) sounds like it "tests good".
