Pc won't turn on

 My computer is stuck on the screen provided in the picture, loading endlessly and no button changes what it goes to. This happened after I was editing a video on a programme called Vegas Pro 15 and all of a sudden my computer locked in place with my mouse cursor disappearing and the taskbar disappearing as well. I am unsure of what to do.
