Problem with USB 3.0 port XPS 8910
I wanted to use Windows Hello on my XPS 8910. I bought a Mouse (Chinese device) that did not work and I returned it. This past weekend i bought a Logitech Brio webcam at a discounted price at Microcenter. It was supposed to work by plugging in the provided USB C to USB A cable. Since the webcam has 4K support if it is plugged into a USB 3 port I went ahead and plugged it in to one of the four USB 3/USB 3.1 ports on the rear panel. The webcam appeared to install but when I tried to see myself on the WIndows 10 Camera app it said that another device was already using the app and that there was a USB power problem. I tried a variety of things including updating the webcam bios and testing it with Logitech utilities available on the website. That did nothing. When I tried to use the Windows Hello setup, it asked to be sure my face was within a box but there was no image on the screen.
I then reset Windows 10 keeping my data and afterward having all the data deleted. During the Windows 10 installation script it found the webcam and offered to have me use the camera but again there was no image on the screen. I think this ruled out a software problem. I restored the boot drive with my Acronis backup.
I was going to return the device but tried it on a Dell XPS 8900 that we have and it worked fine. I then plugged the cable into one of the front panel ports on the XPS 8910 and it worked fine there as well. I then plugged it into one of the read USB 3.0 ports and that worked as well. I did not keep track of exactly which port I used before. I conclude from this that one of the USB 3.0 ports was not working correctly.
This wasted an inordinate amount of time. The error messages were not meaningful to me. I did some Google searches that told me I needed to reset the camera app, which I did, but that did not correct the problem either.It was particularly confusing that Windows found the webcam and installed the driver but could not capture an image or display video.

Don't know if it would help but did you run the ASMedia USB3.1 xHCI controller Firmware Update that was released back in Jan'19?
"This package contains the firmware upgrade tool for ASMedia USB 3.1 eXtensible Host Controller Interface (xHCI) and is supported on Dell XPS 8910 that runs the Windows 10 operating system. The eXtensible Host Controller Interface (xHCI) firmware helps the Universal Serial Bus (USB) ports to communicate effectively with connected devices. This update also fixes AMD chipset security vulnerabilities by updating the ASMedia xHCI firmware."
And BIOS and Intel Management Engine updates were released in Jul'19 too...

It is not clear that this is a USB 3.0 port problem instead of a problem with the webcam software. I am not sure exactly what Logitech model you have but one model on Amazon go 25% one and two star reviews with complaints about the software and drivers.
You could test all the rear USB 3.0 ports with another USB device such as a memory stick, drive, mouse, etc.
