While you are inside the computer, you may want to consider replacing the coin cell on the motherboard given the age of the system if the battery has never been replaced before.
Not necessary for loading the OS on the new HDD, but useful if you need to get into the BIOS for any reason. As it is now it is not very useful not knowing the password.
Windows 10, good. Google search Microsoft Media Creation Tool, download and run the tool, and follow the instructions to create bootable media, either USB drive or DVD, to install Windows 10.
I've got instructions for Downloading Windows 10 and clean installing here: https://dellwindowsreinstallationguide.com/windows-oem-faqs-and-downloads/ That system is an older model with a Legacy BIOS so make sure you use the MBR Partition Scheme and NTFS when making your Bootable USB. Windows 10 should have most if not all the system drivers inbuilt or obtain them via Windows Update for that model.

There is a procedure for clearing the password in the service manual. It involves moving the password reset jumper from pins 2 & 3 to pins 1 & 2, powering the computer on, then powering the computer off and moving the jumper back to the original pins. Windows 10, dont recall a CD like that but I possibly misplaced it as I bought it as an open item from BestBuy.
