Re: Can I upgrade, what is part number etc., cost, etc?
yes upgrade to 4x4 gb or 4x8 gb. Any desktop (not server) ddr3-1333 or pc3-10600U 240 pin UDIMM (unregistered unbuffered) memory from a major brand (Hynix, crucial, elpida, micron, Samsung etc.) will do. make sure they are not ECC. If spec says registered memory or pc3-10600R, they are not for you.
correct spec should say: PC3-10600 DDR3-1333MHz Non-ECC Unbuffered 240-Pin DIMM
Your 2012 XPS 8300 shipped with the following memory sticks = Two 9V62Y 4GB 1333MHz Two HW5M5 2GB 1333MHz
32GB ram is not validated by Dell. You could remove the two 2GB memory sticks and replace them with two 4GB memory sticks for a total of 16GB. Search the web for the Dell 5 digit part numbers below =

cost about $25 for 16 gb and $50 for 32 gb

Dell oem 4x4GB for XPS 8300 uses DDR3-1333MHz.
16GB DDR3 SDRAM, 1333MHZ, 4x4GB
Original Dell factory config does not use 8GB memory.

What does that really mean not validated by Dell, why is that? I have tested and 32GB works on my XPS8300

We cannot speak to the non-validated 32GB.
validated = What the Dell XPS 8300 team tested and approved.
The online XPS 8300 Setup Guide shows the maximum memory validated by the Dell XPS 8300 team.
