Well what a result. Got a new video card a few weeks ago and fault disappeared. Needless to say but it was not an AMD Radeon card. It was an Nvidia GeForce 1050 Ti and works like a dream. So pleased as I was getting worried that it was the motherboard. So anyone else with similar issue, get new video card.

Usually this means that you allowed Windows Updates to install some driver? This is not a monitor hardware fault. Does the U2412M appear in the Device Manager?
* Turn all off * Disconnect every U2412M cable from the XPS 8700 * Disconnect the power cable from the rear of the XPS 8700 * Open the XPS 8700 * Remove the AMD Radeon R9 from the motherboard slot * Re-install the AMD Radeon R9 into the motherboard slot * Blow out all of the dust in the chassis * Close the cover * Reconnect the U2412M to the AMD Radeon R9 * Reconnect the power cable to the rear of the XPS 8700 * Turn the U2412M on, then the XPS 8700. Retest
OK thanks for reply. I have done all of the above yesterday and the fault appeared again this morning. The workaround I find is to power off using button on desktop, then power back on and then monitor comes back. When the fault occurs, I get the message, "No signal from computer". And the keyboard does not work. It's one of the most infuriating niggles I have come across. I tried another DVI cable as well. I also used VGA and the fault did not appear for the 3 days I stuck with VGA but DVI is so good I went back to it. Since 10 am this morning all is good. And Dell does appear in Device Manager. I have updated all drivers as well. My next step is to get a different graphics card and the one I had earmarked is an Nvidia GTX 1050 Ti Advanced and apparently it runs off the motherboard! I like the AMD and the fact it has its own power supply. Is it a possible fault is with the motherboard? And if so can I run any diagnostics to check? This desktop has been perfect for 4 years and that's not bad.
I believe the XPS 8700 has an Tntel Core processor that has integrated graphics. You could try removing the graphics card and switch the monitor to the integrated graphics to see if this resolves the problem. This troubleshooting step will not tell you if there is an interface problem between your motherboard and the graphics card but if there are no problems it could at least rule out a problem with the monitor or the operating system.

I have noticed that the fault occurs first thing in the morning when I wake PC from sleep, then for rest of day its fine! I tend to use PC ad hoc and just let monitor sleep when not in use. No longer a heavy user so could be hours before I go back to pc.
Look up the specs on your Intel CPU. That will tell you if you have a CPU with integrated graphics. In Device Manager, under Display adapters, there should be an entry like Intel HD Graphics. To use the integrated graphics you have to remove the graphics card because the integrated graphics is disabled if the graphics card is installed. There should also be connections on the back of the computer for the video outputs from the integrated graphics (#18 & #19 in the Quick Start Guide).
Since the fault does NOT happen when the XPS 8700 is turned on from full power off or when actually restarted, then the culprit is with the operating system waking from sleep. The operating system is failing to re-initialize the needed drivers. That is not a hardware failure. Why the operating system is doing this, no idea.
Connect monitor the way you prefer using DVI. Then boot up and open the Windows Power options screen. Select your currently active Power plan on that screen. Follow the links to Advanced (or it may say: Additional) settings. Disable these:
Hibernation
Hybrid Sleep
USB Selective Suspend
PCI-express link state management
Save the changes to the Power plan and reboot. See if that helps the next time you wake the PC from sleep.
Thank you for the suggestion. The funny thing is all is working OK so far since Monday. I'll keep a note of your fix and if fault happens again will try it.

Not a single reply, now that is a surprise, it means fault is known and no fix or fault is known and DELL cant be bothered.
I still have the fault and I dont know if its the graphics card, the motherboard etc.
A little help would not go amiss.

There is not a motherboard diagnostics. Testing a different video card is a good troubleshooting step.

My problem wont go away, it can re-occur at anytime. Very annoying and frustrating. going to try a new video card but not very hopeful.
