XPS 8930, Dell OS Recovery Tool, ISO, rufus?
Can someone tell me when you download the Dell OS Recovery Image it creates the USB while connected to the internet.
Is there is option to download the ISO from Dell and use rufus? It takes so long to create the USB like this. Both the supportassist version and the OS Recovery take forever to download. And I have a 25 MBPS download so it's not my connection it is only downloading at 3 MBPS.

@CTG_8273 So try a different browser...! I've never seen this issue, but I only use Firefox...
What video card do you have in this XPS 8930 and is the monitor connected via HDMI?
There are firmware updates for certain video cards installed in the XPS 8930 to fix an HDMI "hot plug" problem which this might be. Use your Service Tag to look for a firmware update for your specific video card.
I see an update listed for the NVidia GTX 1660 Ti card which I have in my XPS 8930, but when I search by Service Tag that update isn't offered. So either they fixed the problem before my PC was shipped or Dell installed a GTX 1660 Ti card from a different vendor which didn't have that HDMI issue.
EDIT: I simply uninstalled or blocked Dell's software from loading at boot and that stopped the brief freezes I was having too. I only use drivers from Dell's support page because they frequently tweak them to work with the specific version of hardware that's installed. Eg, a Dell OEM video card is not identical to a "retail" version of the same card. Use drivers from other sources at your own risk...

Device manager shows it connected to display port not HDMI there is only VGA and Display port.
here is the sales page for my monitor. It came with a display to HDMI adapter also.

I think my monitor is connected through HDMI. Monitor is a Dell Monitor E2318H the monitor is still under warranty I got it when I got my system. As for the Video Card it is a nVidia 1050TI. I just looked in device manager and under monitors it shows Generic PnP Monitor. Maybe I need a driver? I never really used monitor drivers before. I just downloaded the 2 drivers listed for my monitor. For some reason the support page has not been detecting my system. I have to manually put in my system service tag.

It might help if you install the driver and the display manager for that monitor.
And try a different browser...!

Use the enterprise version of chrome and only use MSI installers not EXE files.

I once again uninstalled Google Chrome with Revo Uninstaller. Then I
installed GoogleChromeStandaloneEnterprise64
from the folder after extracting the zip file. I am not sure if I installed the correct one or not. I am not really familiar with msi installer. I usually download and install the full version ChromeStandaloneSetup64
That is the offline installer it's hard to find it is 57.8 MB. The one you suggested is 71.1 MB and I do n ot know what the difference is. It is still acting the same locking up I have to close my browser and start over. I might just go ahead and reinstall because I am not sure if I am gonna be able to purchase a bigger SSD right now. So I may just go ahead and reinstall. I thought revo could completely remove Google Chrome but apparently it's not something still lurks in my system and replies to chrome. This problem started when I added ad block extension to chrome. Also I am not getting notified of replies to this post. Any more suggestions are welcome. I am going to try reinstalling I will give it until Monday. I have done everything I know and everything suggested.

I was about to go ahead and reinstall Windows 10. I am tired of the lockups. I booted to the USB i made from the Dell OS Recovery Tool. Yes I selected that it was for this computer. I have another problem now.
It does not boot to the USB it just shows a white line bottom left hand corner. I assume it's the Dell Logo just not in the center of the screen. I have no idea why I am now having this issue. Dell cannot fix their OS Recovery Tool. Dell cannot just let someone download the whole ISO it deletes once tool is created. I guess I will try to make the tool again and wait 4 hours for Dell's slow server to send it.

And I still think you should try a different browser so you know if this is just an issue with Chrome, or with your OS installation, or with your hardware...

Why aren't you creating a bootable Win 10 USB directly from the Microsoft site?
The Dell tool is likely way out of date so why waste time now and then waste more time when you have to install all the updates that came after Dell created that image?
Methinks you like to torture yourself...

There are other subtle issues.
MUST BE USB2 Flash Drive
Must BE genuine Flash Drive (this is why I say buy Sandisk Retail) They are not horribly expensive and work for all dell models I have F12 boot tested from 2003 to 2021

Personally I have NEVER gotten Dell Recovery to work correctly.
I use the Microsoft tool to F12 boot from with SECURE BOOT OFF in bios.

This is also why If you have optical drive I suggest using OEM system builder DVD instead.

If you don't have key use generic home or pro key to install for older systems.

The reason I suggest this specific model is 3 fold.
It has burning software and costs the same as the bundled software purchased without a drive.

The OS Recovery tool is 1903. It is out of support. I am trying to restore the original image. I used Acronis True Image the day I took the system out of the box. First thing I did was make a backup before the first boot.
I think that will restore 1803. I will completely remove McAfee off and then update any drivers and then upgrade 10 20h2 with the USB I made. I did create the USB from Microsoft the one from OS tool is on another USB a 32 GB SanDisk. I am not sure what you mean by buying retail. I have never had a Fake SanDisk. I am not sure if it's 2.0 or 3.0 I never had any issues with 3.0. The one I made from Microsoft is one that is Cheap but it does work.

I have seen the fake Flash Drives and known people to buy them and they have malware on them.
I reinstalled the way I said restored the original image from Acronis backup saved to my external.
Then I removed McAfee using Revo and McAfee removal tool. Then I updated to version 20H2 and now it is updating to the latest drivers from Dell.
If this method does not work I will just clean install 20H2. I have never seen it update the drivers like this before.
Usually Support Assist would give an option to install but this time Support Assist suggested I go to the support page.
It's a little like the way updates does on Windows 7. It downloads the updates then installs. I hate Windows 10 BTW would love to have Windows 7 back.
Now when I check for Windows Updates it's going to try to install outdated drivers. I wish I could hide all the drivers from Windows Update like I did on Windows 7.
Also as soon as you plug in the ethernet or connect to Wireless if there is a Internet Connection Windows starts singing Oh Happy Day.
I start getting notified every time Bill Gates farts. I wish Windows 10 would stay calm when you connect to the Internet.
It tried to install my HP Printer App before I get a chance to install the HP software.

It still seems to freeze when I search something and leave my desk and come back. I have to close my browser (Google Chrome) After reinstalling Windows I used the Enterprise version of Google Chrome either you or @speedstep suggested.
I am don't think this is chrome related because using my old Desktop while setting this one back up I had no issue with Chrome.
Maybe it is the Dell junkware like Support Assist or something running causing the issue. I did need a clean install so it wasn't torcher or a waste of time.
