SOLVED!!!

The "Legacy Option ROMs" was enabled in the BIOS. I disabled it then it prompted me with a rather ominous messaging saying you may have to reinstall Windows. I continued on anyway. I then went to the Security tab and TPM was enabled automatically.

Based on your instructions, the TPM was enabled on my XPS 8930.

Now that we've all enabled TPM on the XPS 8930, are any of you getting these error messages in Windows Event Viewer, like I am?  Don't know if it's actually related to TPM but I never saw this type of error before enabling TPM.

The configuration information of the performance library "C:\Windows\System32\perfts.dll" for the "TermService" service does not match the trusted performance library information stored in the registry. The functions in this library will not be treated as trusted.

I'm also seeing the same error for "LSM" service  which is Intel Management and Security Application Local Management Service that provides Intel ME functionality. 

And this error too, which sounds like it might be related:

The Collect procedure for service "Spooler" in DLL "C:\Windows\System32\winspool.drv" failed with error code The RPC server is unavailable. The performance data returned by the counter DLL will not be returned in the Perf Data Block.

I tried something that might fix the problem, but I won't post it for a few days to see if it actually solves this issue without causing any unexpected side-effects...

I was seeing this too.  Had to select View>Top>Disk list,   to show the partition type.

Well it's not solved for me.  I installed an after market graphics card, AMD 6700XT, and had to disable secure boot in bios to allow the bios to boot which means I can't enable TMP and have my new graphics card installed.  Anyone got a solution for this?

Should I start a new thread?  I only put my query here as it's the first hit that came up on a google search for "XPS 8930 TPM" and others may do the same.

There is no answer without warranty or paying for it apparently.  I can't risk paying for support because all they have to say is "plug in your original card" and that solution will void the No fix, No Fee guarantee.

@Matfink - Removing the Dell OEM video card doesn't void the warranty. So you're free to swap parts in and out but Dell has the right ask you to reinstall the OEM GPU to get hardware service under the warranty.

The fix for the problem may require a BIOS update from Dell to allow TPM to be enabled when Secure Boot is off, assuming that's possible.

Or, to install a video driver update from the GPU manufacturer that allows it to run with Secure Boot enabled. But that means they'll have to pay Microsoft to have their driver "signed", and they may -or not- want to pay up. So check with (and start pressuring) the GPU manufacturer to release signed video drivers.

Keep in mind that Win 10 will be supported until October 14, 2025 so there's lots of life left in the XPS 8930, even if you can't enable TPM when Secure Boot is disabled...

Thanks for your reply Ron.  I just read up on Secure boot requirements and as far as I can work out I just need UEFI firmware in my graphics card.  I do have UEFI compliant firmware in my brand new MSI RX6700XT card though so either the Dell 1.1.16 bios is not reading it correctly and needs modifying or the MSI firmware needs modifying.  As my Dell is out of warranty I'll have to pester MSI for help I guess.

Would a signed driver help though?  I do not understand what difference a signed driver would have as that gets involved after booting which, with this card plugged in it does not do, it just stops at the Dell logo and if I press F2 or F12 it registers the key press on screen but then does nothing.

@Matfink  - It isn't a hardware issue. The GPU driver (software) has to be "signed" (pre-approved) by Microsoft in order for it to load when Secure Boot is enabled. If the driver isn't signed, it won't be allowed to load, so the GPU won't work. The boot fails...

Try this: Pull out the add-in GPU, plug your monitor into one of the onboard Intel UHD Graphics ports and power PC on. Start tapping F2 to open BIOS setup and enable Secure Boot. TPM should be shown as enabled now.  When you save the changes and exit setup, the PC will boot to the desktop normally, but only using Intel UDH Graphics.

BTW: Latest BIOS for the XPS 8930 is v1.1.17.

EDIT: You could do the same test but swap in the Dell OEM GPU whose driver is signed, instead of using Intel Graphics...

Check F2 Bios under security for INTEL PTT setting.

  • F2 key when the Dell logo appears to enter the BIOS
  • Expand the "Security" section, click "PTT Security", and deselect Intel Platform Trust Technology
    NOTE: If PTT is greyed out as well, re-enable PTT by disabling Intel Trusted Execution under Virtualization Support.

Hi Ron, thanks for the feedback.  I now have bios 1.1.17 installed thanks but it made no difference and I just downgraded the AMD drivers to the the WHQL v 21.6.1 and again it made no difference.  Yes it does boot with the integrated graphics or the OEM GTX1070 with secure boot on.  Is WHQL the signed driver you mean?

@Matfink   - Didn't expect BIOS v1.1.17 to make a difference for your GPU vs Secure Boot issue. I mentioned it because this update has some additional security fixes.

But at least now you know TPM works on your XPS 8930 so it will run Win 11 if Secure Boot is enabled and all the necessary drivers are signed appropriately.  BTW: The XPS 8930 doesn't have a PTT option in BIOS setup. It only has the TPM option. 

A driver signed "WHQL" doesn't necessarily mean it will run when Secure Boot is enabled. Having a driver signed by Microsoft as WHQL doesn't cost a company anything.

But, Win 10 will not load "kernel mode drivers" when Secure Boot is enabled if they're not signed by the Windows Hardware Developer Center Dashboard Portal which is different signing than WHQL. And that's where the costs are. So unless an OEM pays up, their driver won't run with Secure Boot enabled.

No Secure Boot = no TPM = no Win 11. But Win 10 will be supported until Oct'2025 so there's lots of life left in your XPS 8930 with the RX6700XT GPU installed, even if MSI doesn't get their driver signed by the WHDCDP.
