XPS 8930, restart issues
Hi, I have a Dell XPS 8930 Desktop computer with windows 10, 16gb RAM and 1TB hard drive, Intel Core i5-9400 CPU 2.90 GHz
-- The issue I'm having is that the restart function doesn't seem to be working properly. Whenever i click restart, it goes to the restarting page, and is loading, often times it will keep loading forever and will not actually shut down the computer to restart it. I often have to push the power button to turn it off and then turn it back on. It seems like the shutdown function works fine, if i click shutdown it usually has no problem shutting down, but when i try to restart it doesnt seem to be able to actually restart, I hope that makes sense.
I'm getting no error messages
--- Another big issue that has cropped up is when the computer starts back up, it has to repair the C Drive? but I don't know what keeps prompting this issue, and why it keeps needing to repair the drives upon startup.
This issue is frustrating since this computer is relatively new and I dont get why its having these kinds of issues. Is there anything i can do to fix this?

@cryptolucius I would try repairs using the Deployment Image Servicing (DISM) and Management tool and the System File Checker (SFC) tool.
From a Command Prompt (Run as administrator) run:
DISM.exe /Online /Cleanup-Image /Restorehealth
and when that completes, run
sfc /scannow

@cryptolucius And if what @Vic384 suggested doesn't help, try disabling Fast Startup in Win 10:

All of these items point to a bad or failing C-drive.
You can use software like Crystal DiskInfo or PassMark DiskCheckup to read it's SMART status.
If you must replace it, I suggest a SSD.
