XPS 8940, not utilizing full GPU, CPU

Specs: 

  • RTX 3070 8GB
  • i7-11700k 
  • 16GB (2x8GB) 3200Mhz
  • 512GB M.2 SSD

Purchased this Dell tower configuration to do 6k/4k editing and some gaming on the side. When playing some games I noticed weird stuttering and frame drops. No mans sky has system recommendations of gtx 1070, i7-4790, 16gb of memory, so I assumed I could handle on Highest or ultra settings with no issues. When I check task manager my GPU was only running at like 30% and my CPU at 20% when running the game over a period of like 10 minutes. The thermals were around 60 degrees on the CPU. From my understanding it isn't fully utilizing the power of the CPU And GPU. Can someone help me figure this out? I also have random stuttering and slowness on the desktop when navigating the documents folders. Everything is running from the C drive SSD M.2.

Could it still be CPU throttling...?

I dont believe so, the cpu utilization is also like 12 percent

Which PSU and GPU do you have?

  • Open the Win 10 Power & Sleep screen
  • Identify the active Power plan and click Change Plan Settings. On next screen, click Change Advanced Power Settings
  • Expand Intel Graphics settings, and set to Max performance. This one may not matter if you have an add-in video card, but maybe worth changing
  • Expand Sleep and disable Hybrid Sleep
  • Expand USB settings and disable USB Selective Suspend
  • Expand PCI Express>PCI Link State Management and disable it
  • Expand Processor power management, and adjust Min and Max processor state. You could use 5% Min and 100% Max.
  • Expand Multimedia and maximize settings for video playback
  • Save the changes, and exit the Power plan
  • Reboot

Are you able to list specs of your 8940 and also run a test from UserBenchmark?

There are known memory/bios issues shared by owners of Aurora R12 and reported low CPU/GPU usage too.
