Does F2 work for you? Can you get into BIOS and change it back?
Possible I guess you might need to use the Windows Migration Tool to do a full clean install if the hard disk is messed up.
Also you can use that tool to get to a Command Prompt and then try rebuilding the MBR.
Windows 10 and 11 should work the same way, see https://pureinfotech.com/repair-master-boot-record-mbr-windows-10/

I turn on my pc, it shows Dell splash screen. Bubbles circling indicating loading.
Loading loading, then restarts (loop). I've tried built in Dell Recovery process.
Including doing a system reset (re-installed OS Windows10). Still the same.
Have also tried clearing BIOS by holding Ctrl+esc on boot.
What is the loop?
What have you tried?
What did you do last, installed something, had a power failure, changed some h/w, etc.?

Oh yeah, I was messing around with BIOS settings and swithed whatever hdd setting to RAID. I think I borked the master-boot record. There was a warning but i click "ok" anyways (my bad).

Rebuilding the MBR using Command Prompt didn't work.
I did a Reset this PC (remove everything/fully clean the hdd) via Windows 10 Startup Repair. Funny that it didnt work from the Dell Recovery tool.
