Both motherboard and video card replaced, no fix????
Well, at this point I would suspect either a wiring problem (bad wire connection), or the PSU isn't working correctly (low voltage or current)?
Since the motherboard was replaced, I would assume connection between cables and motherboard are not the issue, but it could be a bad pin, either didn't make contact or the wire is poorly attached to it.
One last possibility, another device (disk, CD, fan, etc.) is possibly shorting out a voltage?
Hopefully once they get it to examine it, you'll get the answer and a working PC.
Thanks again. No tests have been done on the power unit. However, Dell have now undertaken to replace the whole PC with a new one - not a reconditioned one!
Dell have now supplied a completely new identical system that works perfectly. I am awaiting the collection of the original system for return to Dell. As expected, there was never a problem with monitors, leads, adaptors or anything else. The problem was with the computer itself which does not boot correctly. This was the first guessed diagnosis given the Dell support but it was just not believed.
It would appear that you did not receive a functioning computer when you received it. It is best for you to return the item for a refund and then look for a new one. If you choose not to do this then you will end up with either a machine that has some hidden problems or a unit that has been repaired after the free return period has ended.

@Traveller417 - Have you run the BIST on the PSU? Follow the instructions for a PC without a PSU test button on the back.
