FWIW, the last time (maybe a year ago) I tried to make one of the Acronis bootable DVDs, it did not work. But I had one from the previous year, that worked fine. I didn't investigate further, my thought is the Acronis Rescue Builder is not doing it's job now and for me not worth trying to contact Acronis about it.
More recently I was able to build one for bootable USB using rufus-3.21, and that worked.
Ok one other possibility I am trying to run-down: I have seen a couple of other posts on this forum about problems getting an XPS 8950 to boot from USB and the problem wound-up being that the drivers on the USB boot media did not support the NVIDIA GeForce RTX 3080 GPU graphics card but they were able to get it to work by using a DisplayPort monitor/cable connected to the on-board Intel UHD 770 Graphics DisplayPort on the XPS 8950. Could that be the problem here?
Thanks everyone for all the suggestions. I decided to try writing the bootable Acronis Rescue to a USB thumbdrive. This works! Boots up to the Acronis standalone Backup/Recovery App. No need to disable secure boot. Apparently, it seems, the DVD drive bootup is not supported.

I'm remembering more now, I used the ".iso file" option in Rescue Builder, and then rufus-3.21 to build bootable USB, which worked.

Possibly a bum DVD burn...?
Is Secure Boot enabled/disabled in BIOS setup?
Can Acronis create a bootable USB2 for the XPS 8950, assuming everything fits on a 2 GB FAT32-formatted (maybe up to 8GB) USB stick?

Ok I checked my XPS 8950 Bios for the Secure Boot setting. It is as follows:
Secure Boot : Enabled
Secure Boot Mode : Deployed Mode
Do I need to change this setting to get the PC to boot to DVD?

@the bbdude - You could try disabling Secure Boot. No guarantees...
You can re-enable Secure Boot afterwards, whether disabling it allows PC to boot from the DVD or not.
And if it still doesn't boot, try making a rescue USB...

Did you try disabling Secure Boot?
Using onboard Intel Graphics is worth a try, assuming you have a DP cable and a monitor with a DP port...

Glad you got it sorted by using a bootable USB stick.
Still be interesting to know if disabling Secure Boot will allow this PC to boot from the DVD...
