Just to make sure we are eliminating easy things. You ensured that rotation lock is not on while attempting to rotate the screen, correct? Have you ran BIOS and/or SupportAssist diagnostics? You mentioned driver updates. Have you tried Dell Update and/or SupportAssist updates and/or Windows Updates?
1) Windows Update 22H2 - KB5018427 (pushed to me yesterday) appears to resolve the black screen issue.
2) Rotation lock is turned on and grayed out (not changeable) when the case/keyboard is attached. It does not unlock when the keyboard is folded back into tablet mode. It does unlock and turn off when the screen is removed from the keyboard/case.
3) BIOS and SupportAssist diagnostics (both quick and full) indicate no issues.
4) Dell Update and SupportAssist is up-to-date.
5) I tried uninstalling and reinstalling the drivers, and had no change in results
6) Also tried installing different versions of the drivers from the Intel site, and had no change in results.
Issue #2 seems like the smoking gun - not sure if it's a driver issue or a Windows issue that is keeping the rotation lock turned off when the keyboard/case is attached but in tent/tablet mode.

Yes - that is correct. I would expect Rotation Lock would turn off when the case/keyboard is attached and folded back into tablet or tent position. The keyboard and trackpad turn off as expected in that position.
I used to have a Lenovo Yoga a while back. If I remember correctly it had both a software and notifications which let you control what mode it was in (ex. tent mode or others) and/or notify you what mode the laptop had went into (ex. maybe if you flipped the screen). Hope that makes sense, just brought this example up because has a similar thing ever existed on your laptop or?

An annoyance that I've found with the 9315 2-in-1 is that when I remove the tablet from the folio keyboard and lock the screen rotation to portrait orientation, when I attached the folio again the rotation option is dimmed. I have to remove the tablet, unlock the screen rotation and reattach it.
Why not either automatically revert the orientation to landscape mode when the keyboard is attached or allow the orientation lock to work when connected to the keyboard?
I'm having the exact same issue (no tablet mode when keyboard connected and folded back) with a new XPS 9315 2-in-1. I also sometimes get the screen blackout. Because Windows 11 doesn't have a special option for entering tablet mode (other than screen rotation, which is greyed out for me when keyboard is attached), this is immensely frustrating. I'd like to be able to keep the folio attached while using my XPS as a tablet. I don't see any alternative way of keeping the tablet unattached but in the folio. This seems to be a major flaw that requires immediate attention.
Unfortunately, it doesn't appear that Dell staff respond to these issues and reports here. It would be nice if someone from Dell replied to acknowledge issues and suggestions.
Does anyone know if Apple, Microsoft, or HP have the same problem with a similar detachable design? I suppose this product is a Tablet or detachable PC, different from traditional 2-IN-1. while the keyboard is attached, the system would take it running in PC mode and screen rotation is disabled is expected behavior.
For several years I've used a 3rd and 4th gen 12.9" iPad Pro with Apple's Magic Keyboard.
Usage is seamless. You don't have to stop and think about rotation lock or any other nonsense like you do with this XPS. With the iPad, you attach the keyboard, detach the keyboard, use it as a tablet or use with the keyboard -- it doesn't matter. The design has been thought through and doesn't get in your way like it does with the XPS.
