Bluetooth issues, XPS13 7390 Developer Edition, Ubuntu 18.04

Hi, I am having trouble with bluetooth on my laptop (stock Ubuntu 18.04). The bluetooth settings radio button gets out of sync with the context menu and no matter what I try (even a 'sudo service bluetooth restart') I can't seem to get a bluetooth device connected until I do a system restart. Anyone else struggling with this? I haven't been able to recreate a series of actions that leads to this state. Typically my system has been on for a few days and in and out of sleep. Any thoughts would be welcome. Thanks.
