Cannot Restart With External Hard Drive Plugged In

Hello. I just purchased a Dell XPS 17. I have a Toshiba external hard drive connected to a USB adapter to the laptop thunderbolt port. The drive works fine for extra file storage and is recognized by the laptop. When I restart, however, the computer will not start up with the hard drive connected. I have to disconnect it and then reconnect it after the computer has restarted. In the BIOS, Windows Boot Manager is first and UEFI is second. Both checked. I have tried switching the order, but that didn't do anything. Can you suggest a fix for this? Thank you.

Dell messaged me, but I haven't received any answers for this problem yet. Maybe I need a new external drive? Do they make external hard drives the plug directly into the thunderbolt port? I haven't been able to find one - only usb. If anyone is experiencing a similar issue, any suggestions are welcome. Thank you!
