Cannot disable 'scroll inactive windows when I hover over them'

Hi Guys,

Can someone please help....I've looked in many different forums and can't find the solution.

Despite the option 'scroll inactive windows when I hover over them' is 'off' it is actually active. 

Because this option is somehow active it makes my working day a nightmare...
