Chromebook Proxy or firewall issue with directly connected IP camera

New ReoLink IP camera (501A non wifi). Everyworks great , except I want to access the camera over https wired directly to my Samsung Chrombook 4 (Android 9) without wifi or a router.

Cameras default IP is 192.168.0.3

If I connect the camera to router I can access it's web server with no problem with whatever DHCP IP it took (no port need be specified).I

If I connect the camera directly to the USB-C port of my Samsung ChromeBook 4 (no router) and change the IP of my wifi to 192.168.0.4 and my dns to 192.168.0.254 an installed camera app can open the camera, but attempts to access the camera via http fails with Connection Refused.

On The Chromebook I have options for proxy settings on both the camera's IP and my wifi's IP on the Chromebook. I have no idea where Firewall settings are on the Chromebook.

My options for Proxy are as follows for both IPs (the camera and the chromebook)

I dont need to access the camera over the internet.

The camera manufacture mentions port 9000,
