Dell OS Recovery Tool cannot connect to backend

My XPS 13 9370 hard drive failed and I had to replace it.

I downloaded the Dell OS Recovery Tool and it stalls with a "We are currently unable to connect to the backend.  Please check your internet connection and try again."

My internet connection is active.  I am not using a VPN.  My USB is working properly.  I have tried several times with no success.

Is there another way to create a recovery USB?
