Dell Update Application Installation Issue

Before this happened I had an issue with the dell update app which when I tried to update it always says that there's a current operation running then always says 10% of the operation. But after roughly 24 hours it stays the same so I need to close it.

Then I decided to reinstall the app but I mistakenly installed an older version(1.9.5.0) which is incompatible. So I uninstalled it and installed the latest version(3.1.3) but I can't install it anymore because of this error(see image):

I'm 100% sure that I already uninstalled the old dell update version and even after restarting I still get the same error.
