Dell XPS 13 9370 Two-finger scroll ability goes in and out?

Hi, all!

Hoping for some help here. My XPS 13 9370, which I've just bought recently, seems to turn on and off the two-finger scroll option at random. I'll be scrolling through a webpage or document and then, suddenly, the scrolling becomes unresponsive. I originally thought it would go out after I began to use the sidebar, but this isn't reliably true. However, if I click over to another tab and then reopen the tab I was on, it "refreshes" and the two-finger scroll works again for a while.

Is there some option I have enabled that I can turn off to maintain two-finger scroll use? Has anyone else had this problem? Looking for advice!
