@OldDogmeat  I wouldn't expect an answer to something like this from an official Dell source.  They'd probably say that eGPUs weren't tested and that they have Alienware systems and their proprietary Alienware Graphics Amplifier as their eGPU offering.  And the accuracy of answers from Dell Support can be very hit or miss with even moderately technical questions in overall.  Anyhow, I haven't used an XPS 15 7590 specifically, but forums focused on eGPUs like eGPU.io show that multiple generations of the XPS 15 prior to the 7590 work with an eGPU, even models where Thunderbolt Control Panel says "eGPU Supported: No".  But if you want some extra assurance, I would suggest doing research in more eGPU-focused areas of the Internet for feedback from people who have actually attempted this with a 7590.  If you can find confirmation that people have it working, then that real world experience is more valuable than any general answer you'd get here.
