Dell XPS 15 7590 boot cycle
Greetings
My XPS 15 7590 laptop is constantly boot cycling and I can't determine what is the reason.
I have two SSD, one native, Toshiba 256GB and another ADATA M.2 SU800 512GB.
windows 10 installation completes without issues and laptop works perfectly before first reboot.
Then it enters never ending boot loop with OS support finding no issues and pointless startup repair.
SO far I have tried:
Reinstalled windows countless times, in the beginning I was planning to clone another installation, but even clean installs have same issue
switched SATA mode from RAID to Ahci
safe boots, bcdedits, deleting and creating EFI partition
bios downgrade from 1.9.1 to 1.8.1
I suspect this issue being related to Intel Management Engine/Rapid Storage Technology, but don't know how to blaclist it from updates.
Additionally ADATA SSD behaves slightly differently, after it laptop enters boot loop, DELL OS Support shows error about drive not being detected, meanwhile it is visible in UEFI boot list and is mountable without issues in linux livecd.
Would appreciate any help,

Intel Rapid Storage Technology Driver 17.9.1.1009 is the reason of boot loop on my Dell XP 15 7590.
This driver gets installed automatically via Windows Update and/or Dell update utility.
After reboot system becomes inoperable and enters infinite boot loop with pointless startup repair.
rollback via Device Manager after update and before reboot works temporarily.
