External Monitor blanks intermittently when set to 4K resolution

My Dell XPS 13 9360 is running Windows 10 and is connected to a Dell TB16-240W dock. The dock is connected to a Dell KM636 wireless keyboard and mouse and a Viewsonic VX3211-4K-MHD monitor using a USB-C to DisplayPort cable. When the graphics software is set to 4K resolution at 60Hz, I get screen blanking for 2-3 seconds at irregular intervals. I do not have this problem when the graphics software is set to 1080p. 

Full Dell hardware diagnostics runs without any errors. The BIOS, all drivers and other software (including the Intel graphics software) have been updated.The problem is observed if I connect the external monitor directly to the XPS 13, with other brands of 4K monitors and with other types of cables.

+1, connecting the external 4k monitor via USB-C directly. Impossible to use!

The issue does NOT arise

- if I connect via HDMI using a dongle, but I only get 30Hz refresh rate (unworkable)

- on the exact same 9360, with the same monitor and cable, when running Linux

- on a Chromebook, same monitor and cable.

All updates, including drivers and BIOS, are installed. What gives?
