You'll have to ask the seller. Micron (Crucial's parent) doesn't list Mexico as one of its locations, but it does Singapore and Germany.
Memory fabs are located all over the globe though and it's entirely possible Micron contracted the assembly to Infineon, which has a big presence in Mexico.
