Thank you for your message. Did the issue start after any update or software installation?

Does this happen when using an application in particular?

Try using the on-screen keyboard or an external keyboard & check if the issue persists.

I have the same issue with my brand new XPS 13 9380. It seems to have this issue on all applications, you would type either an apostrophe or quotations and there would be around a 3-second lag before it popped, or it would not show up at all until you pressed another key (e.g space bar) up on the screen. (I have installed all new dell and windows updates)

Thank you for your message. Please update the BIOS (even if you have the latest version) from our Support site & complete all Windows updates. Check if the issue persists.

For my reference, please click on the message tab next to your avatar– click “New Message” & search for my Dell username (Sreejith R) & send a private message with the service tag, registered name & email address.

How to locate the service tag

Same issue- I got my machine only yesterday!

I also see posts online form from years ago saying the same thing??

I have the XPS15 and only see the  BIOS update for the 13, as described above.

Got my brand new Dell XPS 13 9300 last week and have noticed this problem too! Is there a fix for this that doesnt require going into the bios? Its a brand new laptop and this is an old problem...

I have a new XPS 13 9300 with the same issue.

I am confident this is a setting/software feature rather than a fault.

Depending on how you use the quotes, you get a word wrapping quotation or access to special characters - a behaviour some word processors offer. I wonder if it is a windows setting.

For example if I press Shift+Double quotes followed by letter i, I get ï (i with 2 dots on top of it). If I just write double quotes "nothing happens until I start typing and then the quotes appear".

I have the problem on my new Dell. Had the same problem on my old Dell four years ago; Dell knows. Dell is like Microsoft. Unless a problem affects profit, it does nothing. It would cost Dell a lot of money to fix this automated production line problem. Dell and Microsoft will be gone within 5 years. Huawei, Harmony OS, and Linux will be the leaders by then.

Solution: Click "Settings", "Time & Language", "Language & Region". Choose "English (United States)" for Windows D.., Language for..., English..t., English...l., Country and Region...., Regional f....

Restart.  I think the problem is "Country or Region."
