Goodix Fingerprint reader driver for Ubuntu (XPS 9380)
Please provide the fingerprint driver for Ubuntu systems.
Dell support is telling us to go to the Goodix support while they (Goodix) are telling us to inquire the "product provider" (Dell)
Please stop this ping-pong service and give us at least a solution.

The problem is that Goodix has no interest in supporting Linux. Dell does modify drivers such as Intel Graphic drivers for use with their systems but those drivers usually initially come from the manufacturer. This forum post should give you more information. And yes it is a situation where the users are caught between 2 manufacturers.
