You should probably contact the developer of the application or extension.  If the application/extension doesn't support display scaling, then things will appear small simply because 3840x2160 resolution on a 15.6" display results in a very high pixel density.  That's why Windows offers display scaling, but applications have to support them.  Windows does have some mechanisms to try to "force" applications that don't natively support scaling to scale, but that doesn't always work either, and even when it does, the results aren't as good as the application supporting it natively.  If that isn't an option, then the last resort would be to set your display resolution to 1920x1080 instead.  That would be better than any option in between because 1920x1080 is exactly half as many pixels in each direction compared to 4K/UHD (3840x2160), which means that each pixel Windows renders at that lower resolution will map cleanly onto a 2x2 physical pixel grid in the display.  But if you'll be using this application a lot and you just got this system, you might want to consider returning it and just getting the actual 1080p display option instead at that point.
