How do I disable Content-Aware Dynamic Brightness on the XPS 7390 2-in-1?

I want to completely disable Content-Aware Dynamic Brightness (CABC) on my XPS 7390 2-in-1.  It seems possible on the XPS 9365 2-in-1 but the update package to fix this does not support my model. How can I disable CABC?

Disable HDR in Windows display settings. Disable power savings mode in Intel graphic control panel.

Yeah disable HDR, the option for the brightness savings in the Intel control panel isn't enough on its own. Drew me crazy for a while.

Also disabling HDR stops the display turning off for a second when plugging/unplugging the AC adapter and USB-C hubs with display output.
