I'll leave the definitive to another person with more expertise, but suspect you will find the same result trying that as you did connecting both to the same system. You can daisy chain monitors and other peripherals, though -- if they support it.
@Tempelhof If you want to even attempt a daisy chain, you'd have to connect the second WD19TB's system cable to the downstream TB3 port of the first WD19TB. The downstream TB3 port is the port at rear of the dock over on its own near the edge where the system cable attaches. But I don't know if the second WD19TB will start properly when it's not directly connected to a system.
Why are you even using two docks in the first place? Maybe if you actually explain the problem you're trying to solve, people will be able to suggest better solutions.
