Multiple UserModePowerService Event Id 12 events
XPS 15 9520
Problem was not solved by Dell after 6 years.
Uninstalling "Intel(R) Dynamic Tuning Technology Device Extension Component" from device manager software components does not help
Uninstalling "Intel(R) Innovation Platform Framework Processor Participant" from System devices does not help.
Disabling "Intel(R) Dynamic Tuning Technology Telemetry Service" and "Intel(R) Innovation Platform Framework Service" slows down events appearing speed, but does not fix the issue.
At this point I see only one way. Especially if you use "PlatformAoAcOverride" key and don't like modern standby sh*t, first you need to adjust your power scheme settings. You will not be able to modify plan settings once you force Computer Configuration -> Administrative Templates -> System -> Power Management -> Select an Active Power Plan -> Automatic (which is balanced).
At this point you don't see that stupid UserModePowerService Event records anymore. Profit -__-
Also, don't forget to check who wakes up your device constantly "powercfg -DEVICEQUERY wake_armed" and adjust device's power settings accordingly.
Check tasks: "Get-ScheduledTask | ? {$_.Settings.WakeToRun} | Out-GridView"

I'm not sure about the Dell XPS systems, but I believe removing the Dell Optimizer application on the Precision line will fix this issue. I was getting about 1/second prior to removing that.

I had the same problem. It looks like a service (Intel DTT) is trying to change the power plan every minute. Forcing the system to use the balanced power plan (Automatic) through a group policy fixes this problem and improves the battery life.

@96Chevyz71 On my Precision 3480 laptop, uninstalling Dell Optimizer stopped the constant UserModePowerService for 7 minutes. But then they started right back up again with the same frequency as before, even after restarting the laptop.

I have similar problems since at least a couple of weeks. Unfortunately due to the imense number of entries, there are only 11 days back in System event-log.
Does anybody have it solved?

I managed to solve the problem on Latitude5550 by updating the INTEL(R)Dynamic Tuning Technology Device Extention Component Driver.
However the problem occurs on models Latitude 5420. These models, however have not the pilote installed.
Anyboody knows what driver to update?
Best,
