Rearranging the displays in Windows Display Settings is the way to fix this, so I'm not sure why that didn't work if you already did that. When you're there, click the Identify button so that you're sure you know which is Display #1 and #2, and then yes you just drag the displays within the Display Settings interface around until that graphic represents your physical display arrangement. Then you might need to choose to apply or keep the settings. If that doesn't work, the J5Create appears to be a USB-A to video output adapter? I guess that could be the issue, but fyi that's really not an ideal way to attach external displays anyway, because those adapters don't allow a direct connection to the GPU. You might want to look at a USB-C DisplayPort MST hub, or a Thunderbolt 3 to Dual DisplayPort adapter. Those two things look similar, but the latter option can tap into more display bandwidth. A USB-C MST hub can run dual displays up to 2560x1600 each, whereas a TB3 to Dual DisplayPort adapter can run dual displays up to 4K each. But either of those taps into an actual GPU output that's available from the USB-C/TB3 port.

You mentioned to click the identify button, and I didn't see one. So I played around a little bit, and the whole problem has been that that window needed to be enlarged! All sorts of info where I couldn't see it, like Identify and, yes, APPLY!
So, I apologize for wasting everyone's time, but thank you for mentioning something that made me look further.
