Recovering PC Stuck In Process

After what seems like a failed hard drive on my XPS AiO 2720, I installed a brand new drive and am attempting to recover my PC from a USB drive. It enters the recovery process fine, then proceeds along until it hits 7% and then sits there seemingly forever. The first time, it sat at 7% for over an hour and a half. I then shut down and restarted, and this time I'm about a half hour in, and still stuck at 7%. Any thoughts?

EDIT: I went to diskpart and cleaned the drive. I then set the partition, and formatted the drive to NTFS. Still no luck. Its been sitting at 7% exactly for over half an hour.
