Tried to reset computer, now cannot log in

Question

I tried to wipe my computer due to an application that for some reason would not uninstall.  Now, after wiping all settings, it isn't taking me to the log in screen and asking for a username and password. I put on the information, and it says it is incorrect. I know it isn't, as I can log in to email perfectly fine.

if the issue is in regards to logging into your account you can use a bootable USB in order to remove the password from the account

I already know what the password is. I also cannot even get into my computer due to this issue.
