Two finger scrolling stops working

Two finger scrolling is turned ON and works for a couple of seconds and then stops working.  It's totally random.  Sometimes it works, most times it stops working after a few seconds on a page.   Is this a bug within Windows, is it an issue with the laptop, what is going on?

My XPS 13 9380 has the same issue.  Bought it on Black Friday sale.  I cannot believe Dell is not working on an immediate fix.  Very disappointing...

Because they are a joke.

Mine has worked fine ever since I reformatted and then only installed Windows. I did not install any Dell software whatsoever. The problem is their Dell updater puts a display driver on that does not work with it and their software will not allow you to downgrade the driver to the last one that worked. So, in my case after having reinstalled windows, i did got the intel hd 630 graphics driver version 21.20.16.4574 dated 23/12/2016. In fact I think that was just installed with windows anyway.

It has only once frozen again. I checked the driver and windows had updated it so I just rolled that back again. The difference now being that I was able to do the rollback because I did not have Dells rubbish software on it preventing me from doing so.

I hope that helps you, tell dell you want a fresh install of windows and they are NOT to install their software on. They will of course try and tell you different!
