Visiontek 4500
XPS 15 9500 with an Visiontek 4500 power tower ! Everything worked fine for a while !! Then battery stopped charging . Windows started reloading itself over and over . Then blue screen started showing up !! I tried all of Dells support programs ! Tried removing windows and recover ! Tried changing USB port connections and other minor changes !
Finally found a solution ! Remove Visiontek from my computer and everything goes back to normal ! The Visiontek I was using was sent to me by Dell !! Go figure !

Seek a Refund
Yes dell sells a lot of third party hardware on their website. But in most cases their support for those hardware is limited. I don't think getting the dock replaced would be a good solution and would cause more issues.
Seek a refund for the dock and get a WD19TBS. This a dell branded dock in these kind of situation you would get better support from Dell and their engineering
