WD19TB Dock - USB 3 and ethernet not working on Ubuntu

I have an XPS 13 7390 that came with Ubuntu 18.04.3 LTS pre-installed/configured. We ordered a WD19TB Thunderbolt dock so I can run all of my peripherals, Ethernet, and (hopefully) two external monitors at 4k. After verifying that I am on the latest BIOS update on the laptop (1.3.1), I shut down, plugged everything in to the dock, and booted back up. My HDMI external monitor looks great, but that's all that works. I can't see the wired Ethernet anywhere in the system settings (appears to be undetected). If I plug in my USB keyboard, it lights up for a second, then does not function. USB mouse isn't working either. I don't currently have any way to test the Thunderbolt or DisplayPort connections on the dock.

I assume this is a driver thing, but I can't find anywhere on the Dell Support (or otherwise) website that has drivers for the WD19TB dock for Ubuntu. If I look at the Thunderbolt tab under devices, the dock shows up as "Connected" under "Pending Devices." I have no idea what that means.

Is this a driver issue? If so, how do I update my Ubuntu XPS 13 7390 so I can use the WD19TB dock?

Turns out that I had to change the Thunderbolt "Security Level" setting in the BIOS to "No Security." This allows Ubuntu to automatically authorize any devices connected to the dock. See the answer to this question for screenshots and more information:

You can also authorize the device from the GNOME Thunderbolt settings panel.  There is supposed to be a popup for this, but perhaps it was missed the first time and didn't come back.
