Weird issues XPS 15 when running Minecraft

Question

Before anyone tells me I know the XPS 15 isnt meant for gaming but I have no thermal issues after undervolting and lowering the CPU turbo, but for some unknown reason whenever I minimize the game to taskbar whilst fullscreen the 1650 works hard at 69-80% GPU usage and gets 1000fps in the background before being capped to under 400 fps, so my question is did anyone have this behavior how was it fixed because ive done everything from reinstalling Windows 10, removing Gamedvr, registry hacks, Nvidia control panel and Windows 10 graphic setttings which refuse to make Minecraft to use 69-80% GPU like it would when idling, also for some reason my iGPU lights up at the same time during gameplay which isnt supposed to be the case, I really need help as Ive not gotten far in solving this issue https://m.youtube.com/watch?v=OrFGIm-1cHU&feature=emb_title, https://i.imgur.com/yBF2Kjh.jpghttps://i.imgur.com/9w1gBwL.jpg
