Yes I have been getting the same error. They appear to coincide with computer completely freezing up or blue screen of death...

You ever find anything on this?

Running a new XPS 15 (9500) and suffering the same freezing.  Seems likely that the issue happens ~30 min post opening the lid from sleep mode.  Get a series of the "Module exceeds resource budget, failed to AllocateFwCps" errors and then NOTHING in the log until the system goes back to sleep, i.e. the next log entry is from Kernel-Power, "The system is entering connected standby ", at which point it unfreezes.

I found that if you hold down power as if to force a restart, but then cancel, the issue is resolved and everything continues running just fine.  This is an OK work around,  but Dell doesn't seem to want to own this issue and have told me it isn't covered under warranty.  Why a laptop that freezes as shipped isn't covered is beyond me.

Got that too, and yes it correspond also to when the computer is for any reason leaving standby mode.

Another bug of the sleep mode that DELL will not be willing to fix . Let s see what they say .

I have the same problem on my XPS 17 (9700).

I do have an audio-related issue where there is a popping sound about 3-5 times per day from the left side of the device, and out of these, once or twice the audio gets knocked out completely; I need to reboot to regain audio. Dell support is sending someone to replace the speaker (although I'm not sure this is going to help).

Intel-SST-OED

Is Intel Smart-Sound-Technology.

Looks like it's been a problem for Windows-10 64bit and Intel audio-drivers for a while.

Try forcing a driver update (from Windows Update) or you might have to delete some devices, reboot, and let it Plug-and-Play Re-detect and then Windows should toss-you the latest (hopefully updated/fixed) Intel-SST driver.

Something like this:

Same problem on my Inspiron 7591 2n1.  Between 1 and 3 occurrences of the OED message every 3 seconds for 5 days.  Then it appears the PC updated the time for a leap second after which it tried to reboot and failed to reboot.  I manually rebooted and all appears to be working as it should. For now.  I was away from the computer in the 6 hours leading up to the reboot, with only a few web pages open.

Hi all,

I have a HP Envy 15-ep0008ns and my problem was conecting any external monitor, either through HDMI or USB C. Once I locked Windows 10, I started to face the mentioned error, again and again: System Source: Intel-SST-OED Date: 6/14/2020 10:16:16 AM Event ID: 19. This error caused that when I unlocked Windows, it was completely stuck and unresponsive, and If I achieved to log in, I faced many errors like Start Menu wasn't responding, or many graphic issues. The problem that I though it was at the begining was explorer.exe because afte achieve the Windows unlock, it had like almost 1GB RAM consumed after a whole night and if I restarted it (explorer.exe), or even the whole system (restart Windows 10) Start Menu and graphic issues were gone.

I was able to find the Event ID: 19 error through the Event Viewer, and after 10 days and many trial/error, I have found what to do to minimize the problems related to it:

File Product Name Filename File Company
Intel® Smart Sound Technology (Intel® SST) Bus C:\Windows\System32\DriverStore\FileRepository\intcaudiobus.inf_amd64_7b8ab9e36ba7db63\IntcAudioBus.sys 10.24.00.4706
Intel® Smart Sound Technology (Intel® SST) C:\Windows\System32\DriverStore\FileRepository\intcbtau.inf_amd64_ab821311647af0ea\IntcBTAu.sys 10.24.00.4706
Intel® Smart Sound Technology (Intel® SST) C:\Windows\System32\DriverStore\FileRepository\intcdmic.inf_amd64_ead812559d5ec286\IntcDMic.sys 10.24.00.4706
Intel® Smart Sound Technology (Intel® SST) OED C:\Windows\System32\DriverStore\FileRepository\intcoed.inf_amd64_c84812f0e60ebad1\IntcOED.sys 10.24.00.4706

After having all these done, HDMI monitor wasn't a problem anymore, but USB-C one did (I have 2 monitors one connected through HDMI and the other one through USB-C. So, what I did was to use the HP USB-C Mini Dock - ‎1PM64AA#AC3 to connect the 2nd monitor -> Monitor connected to the dock with HDMI and Dock connected to HP Envy with USB-C.

Hope it helps,

Best regards
