XPS 13 9360, Asks for BitLocker after Update
Summary:
Hello, I’m running into BitLocker issues and need help coming up with a different solution to try before I consider completely resetting the PC and losing all my files.
Background:
I turned on my personal laptop (Dell XPS 13 9360) and get the BitLocker blue screen. I’m assuming it’s due to the recent Dell update since I didn’t do anything dramatic the day before.
The current error message says “BitLocker needs your recovery key to unlock your drive because Secure Boot policy has unexpectedly changed”.
On the next screen, I do have a “Recovery Key ID (to identify your key)” and FWIW the drive label states “DESKTOP-#######”.
I have also poured through forums and tried most everything.
What I’ve Tried:
No, I don’t have a 48-digit BitLocker recovery key.
I’ve never set one up, never saved it somewhere or on a USB drive, nor printed it out.
No, I didn’t find the recovery key after attempting to follow Microsoft’s published instructions - logged onto my Microsoft and Azure accounts but i receive “you don't have any BitLocker recovery keys uploaded to your Microsoft account.” FWIW, my device is listed there.
BIOS Screen:
I initially attempted to Restore Settings and tried all four options: BIOS Defaults, Factory Settings, Last Known Good Settings, and Custom User Settings. None worked.
I’ve also attempted the following steps (with no luck) -
- General > Boot Sequence > UEFI > Apply
- Security > TPM 2.0 Security > Enable > Apply
- Secure Boot > Secure Boot Enable > Enable > Apply
I’ve tried disabling above, restarting, then enabling, restarting and it does not help.

Below are the details if I go into the command prompt and type manage-bde -status c:

I realize it shouldn’t work, but wanted to try and it says cannot be performed because volume is locked
Dell-specific Options:
I’ve tried the following screens / steps -
Reset this PC > Keep my files > Cloud download
Error message = “Unable to download. Use local reinstall”
Reset this PC > Keep my files > Local reinstall
Error = Brings me back to previous page
Advanced Options > Startup Repair
Error = “Startup Repair couldn’t repair your PC”
Advanced Options > Uninstall Updates > Uninstall Latest Quality Update
Error = Brings me back to previous page
Advanced Options > Uninstall Updates > Uninstall Latest Feature Update
Error = “Ran into a problem and won’t be able to uninstall latest feature update of Windows”
Advanced Options > Startup Settings
Error = “Must enter recovery key to access”
Advanced Options > System Restore
Error = no restore points created on computer
Advanced Options > System Image Recovery
Error = no system image found on computer
Factory Image Restore > SupportAssist OS Recovery
Repair > Requires BitLocker recovery key
Recover > Requires BitLocker recovery key
Scan Hardware > Battery an issue was detected
Message states, “We detected an issue with your battery. Try removing anything that might obstruct or clog vents. If that doesn’t work, update your computer BIOS, restart your computer and run the hardware scan again.”
I’ve cleaned my battery charger. Battery is @ 100% and also unplugged, replugged from overnight. I run the BIOS updates and scans again. Same message.
Any advice on next steps? Buy a new battery charging cord? Or actually crack open the laptop back cover to remove the battery, clean it, and put it back in?

When can we expect the next BIOS release?

I have been experiencing this problem for almost two weeks now, and have been corresponding with Dell's Japan office. However, while you said that the new BIOS "will" be uploaded, Dell Japan has repeatedly refused to answer my questions and has only vaguely responded that they are "investigating" every time. Originally, four or so day after I reported the issue to them, they suggested downloading BIOS to a USB much like the many recommendations on this forum, but with the disclaimer that they will "not take responsibility for anything that will happen." This morning, I got an email from the representative saying that they are "investigating" (again...) but they are having trouble with the investigation because they haven't been able to recreate the problem on their end, and won't be able to "guarantee anything."
I have also seen another post (I can't remember if it was on this particular thread or not) by a user who was ensured by Dell that they were "working on a solution."
May you please give us a better idea of what the current situation is? Dell Japan's replies seem very vague and unreliable, so any info you know about the current status of the fix would be greatly appreciated.

BIOS 2.16.0 (XPS_9360_2.16.0.exe 13.95 MB) on the USA driver page is identical to BIOS 2.16.0 on the Japan driver page. So not sure why they think that using these instructions would not work? In fact, this Dell article, "Dell BIOS Updates", specifically has instructions for, "How do I update the BIOS using a USB flash drive?". They should be reaching out to their L3 support team for assistance. If BIOS 2.16.0 does not fix the issues, try to roll back to BIOS 2.12.0. Then keep checking the XPS 13 9360 driver page for future BIOS updates.

@DELL-Chris M Thank you! This solution may solve an issue that I have been trying to solve with Dell Japan that has amounted to a 50 minute phone call and 13 emails.
To clarify regarding the BIOS USB advice, they suggested downgrading to 2.15.1 (at my own risk), not installing the version you have suggested. The staff member I have been corresponding with is at supervisor level, and this advice apparently came from someone above him. The latest report (of not being able to recreate the error) came from Dell's "technological division" apparently (not sure about precise English title here.)
Either way, thank you, I will give this a try.

Just checking in. I have the same issue--I have an XPS 9360 where bitlocker was activated after an update. I've been monitoring this thread and another similar one. I'm guessing there are quite a few of us with this issue. My laptop is as useful as a rock right now. Has anyone been successful yet? Is anyone making headway in talking to Dell or Microsoft? I lack the technical expertise to easily understand how to revert the bios and dont want to risk trying until I know there is a decent chance at success. Alternatively, I'm considering my legal options as I'm about to incur a major loss based on my inability to access documents on my laptop. If anyone is successful, please please let us all know and post the solution in dummy terms. Thanks and good luck everybody.

So, I checked the settings and it showed my previous installation of the latest BIOS seemed to have been successful but still resulted in Bitlocker screen, so I ended up downgrading despite the risks and it worked. However, I am very, very unimpressed about how Dell Japan office has handled this issue. After I sent them another complaint yesterday evening asking why replies seem to be different depending on the Dell office, they sent me a reply saying "There is no new BIOS right now, will check to see when the new BIOS will be uploaded!" Again, totally dodged my question. My issue has been resolved now (no thanks to them) but I am angry that they expected me to resolve a problem they created, at my own risk. I had also been waiting on them for a solution, but after two weeks decided that dealing with them wasn't worth it, because they were generally being uncooperative, so I went ahead with taking the risk. .

So This was the solution for me:
after downgrading the bios step by step with downloads from Dell Site (I tried every bios) still no luck.
So I downgraded to a very old one (2.6.1).
Put in a new disk.
Reinstalled win10 on the new disk (I used the Dell OS recovery tool to increase my chances)
After the new installation, windows update wanted to upgrade the firmware to 2.10.0
I don't know why 2.10.0 (probably they pulled the 2.16)
After windows update installed 2.10.0, I put the old disk back in and .... It booted.
Apparently the 2.10.0 bios from the dell site seems to be just a little bit different from the one from windows update.

Can you clarify what you mean by new disk? How did you put in a new disk but kept your old disk? I would like to try the same steps you did. Thank you.

Yes.
Install old bios.
Take out the hard drive. Put in another empty nvme drive.
Keep the old disk because it contains your data.
Install Win10 on the empty disk.
Update bios with windows update.
Put the old disk back in.
To replace the disk: see youtube
I had a spare disk laying around. If you haven't, 500Gb is like 50$ and you can put it in a usb storage when you are done.

I am running into the same issue of being locked out by bitlocker after the BIOS update, I never set up bitlocker and was in fact unaware of its existence at all until this issue arose, consequently I don't have a recovery key and one doesn't exist when I check my microsoft account etc.
Regarding the potential fix of downloading an old BIOS version and installing it through a USB drive, do I need a program installed on the USB drive to do this or will it be able to run the downloaded BIOS from the USB drive by itself. Thank you for any help you can provide. I am only semi computer literate when it comes to unexpected issues like this. I need access to my files on my laptop etc and reinstalling windows and wiping my hard drive are not an option.

Thanks @GuntherPelgrims for posting what worked for you as this also worked for me.
Tried to downgrade all BIOS versions down to 2.4.2 without any luck.
Followed @GuntherPelgrims by doing the following:
Downgraded BIOS to 2.5.1
Purchased and installed an empty brand new nvme SDD.
Google search on how to install new SDD if you need instructions.
Downloaded Windows 10 installation media to install windows via USB
After install, installed all of windows updates that were available and restarted until everything was up to date (BIOS was never updated and remains at 2.5.1)
Reinstalled old SDD card
Was able to access login screen and saved my Bitlocker code immediately and backed up all of my files onto an external hard drive

Great news for you @theacura. You’ve given me hope since I’m glad to hear @GuntherPelgrims solution worked. I’m waiting for my SDD to arrive in the mail to try this out.
Regarding your last paragraph, I understand you backed up your files to an external hard drive and you can now use your XPS 13 properly. Really dumb question (and for anyone), but do you bother updating to the latest BIOS now that you have the Bitlocker code and/or disabled it?

Thanks, I literally tried every solution I could find on the forums. This one made me worried since I have never taken out the SDD. It was fairly easy and I hope it works for the rest of you. I’ll likely update to the latest BIOS now that I have the Bitlocker key. Hope it works for you @x60643

You can disable Bitlocker if you want.
I suggest you update driver & BIOS with Dell Command Update.
That works fine.
It's just the update through windows update that triggers Bitlocker.
If you want to prevent windows update from updating the BIOS: in the BIOS, under Security, uncheck "Enable UEFI Capsule Firmware Updates".
