This is how I had to update my Bios. I used the Bios recovery tool. The instructions are located here at this url; https://www.dell.com/support/kbdoc/en-us/000132453/how-to-recover-the-bios-on-a-dell-computer-or-tablet About halfway down the page, there is a section that shows how to use the tool based on the device type. You have to follow the instructions exactly as they are written, no shortcuts. Once I went through this, the Bios flashed to the latest version. I ma not sure why none of the other procedures wouldn't work, but this one did.
I have had problems updating the Bios several times on a couple of systems. It seems getting it through Windows will work when a direct download will not. Exactly when your update will show up in the optional drivers section, hard to say.
