Because there is no discrete video card. All the laptop components are customized and integrated on the motherboard. Laptops drivers are rarely if ever updated and if they ever get an update, it must be from Dell.
You CAN get similarly sized systems (13" screen) with discrete video - the Alienware 13 from Dell, Razer Blade, etc.
What you'll never be able to get is a system as slim and light as the XPS 13 with a discrete GPU -- the power consumed by a discrete GPU produces heat, and a stout heatsink is needed which is physically impossible to fit in to a system this thin.
So - you either buy thin and light with discrete video, or heavier and bulkier with a discrete GPU. You cannot have both in one system.
