Yep seems that similar to the forum post I had linked you earlier, this will have to be resolved by Dell/MS releasing a patch. Sorry I cannot do more from my end.

Many thanks for taking the time out to try and help, it's much appreciated.

Any idea how I get Dell's attention and ask them to look into it?

I was hoping a Dell technician might have seen this thread and picked it up

Maybe it's just me, but I just get a message that I am not allowed to see the contents of the link above. Anyway, did resolving TPM issue actually fix the HyperV issue as well?

Hi

Unfortunately the fixing of the TPM issue didn't resolve the Hyper V problem.

That appears to be related to the Virtualisation  setting:  VT For Direct I/O in BIOS  & the 22H2 upgrade which can be found in the following thread:

Which hasn't been resolved yet, unfortunately

I stumbled onto this problem with my machine.
First when updating from Windows 10 > 11 Home
Then after 2 fresh installs of Windows 11 Home 
Then again after 2 fresh installs of Windows 11 Pro
All installations were performed using Windows installation media tool 

Here are my device specs:
Device name XPS-15
Processor Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz 2.59 GHz
Installed RAM 32.0 GB (31.7 GB usable)
System type 64-bit operating system, x64-based processor
Pen and touch No pen or touch input is available for this display

And my Windows current specs:
Edition Windows 11 Pro
Version 22H2
Installed on ‎1/‎23/‎2023
OS build 22621.1105
Experience Windows Feature Experience Pack 1000.22638.1000.0

Steps that eventually worked:

  1. Create windows 11 installation bootable drive (forcing Windows 11 Pro option)
  2. Boot with f5 and select USB drive installation with media tool
  3. Install Windows
  4. After first signin
    1. Install all updates
    2. Create a restore point (activate system protection)
    3. Shut down windows
    4. Reboot with f12
    5. Go to virtualization in BIOS
      1. Activate Virtualization
      2. Disable "VT for Direct I/O" (THIS IS THE REASON IT WORKS)
    6. Save and Reboot
    7. Now go to Control panel >  Program Features > Turn Windows features on or off
      1. Activate Hyper-V
      2. You can also activate WSL, VMP, etc... it will all work now
    8. Let everything install and reboot

Note: my current setup is with Windows 11 Pro, but I believe this will work with Home as well.

Thank you so much. I had the exact issue stated above without the whole Hyper-V thing however. Disabling "VT for Direct I/O" worked like a charm you are a lifesaver.
