Yes, unfortunately Ive faced the same problems with my Dell xps 15 9500 and UAD twin X.
After a lot of discussions and experiments both with dell support and UAD problem still persist. It's better disabling the options you mentioned but still remains. Can't run many plugins and latency its bad.
I own a 9500 and run an Apollo USB Twin and and Arrow from it with no problems but when I purchased an X4 it was basically worthless. I even had my computer guy come to the studio and work with Sweetwater on troubleshooting and we got nowhere. I had to return the X4
