If the Dell diagnostic check fails the RAM then the RAM is probably defective. After restart when the Dell splash screen appears, start tapping F2 for access to the BIOS. The amount of RAM installed will be there, if the total is wrong then you start thinking a problem exists.. Then at the Dell splash screen again start tapping F12 and run full diagnostics (I assume you did this already). Watch for RAM errors. Also make sure the RAM is fully seated and try reseating if you have any doubts. Of course it is possible that the motherboard has problems as well which is causing the RAM errors, as in bad SODIMM slot or slots.
Just out of curiosity nothing spilled on the keyboard did it?
Hey, thanks for taking the time to help a stranger.
I tried the F2 and it shows 16384 installed memory and 16254 available memory.
I ran the F12 extended diagnostics and it passed all tests.
Yet I still see only 16gb installed physical memory but only 2.15gb total physical memory 6.6gb total virtual memory and something that says 4.45GB page file space.
Basically memory is running constantly at 99% memory and apps are dying.

BIOS is 1.18.0 which is the latest.
